Mystic offers local country blocking that works with IPV4 and IPV6.

It uses a local database that exists in the DATA directory. This database is named iplocation.bin and is a free download from the Internet.

Read and note well all the comments in iplocation.txt

You will want to edit iplocation.txt to set up the country blocking the enable the feature on a server(s) of your choice.

To enable the country blocking feature, you must also configure it on a per-server basis in the Configure Servers menu. In the example below a TELNET server has had Country Blocking enabled.
